The concrete is too porous and the tile will not stick. If you
want to use this type of flooring product, you need to seal the concrete
first. Several options available to accomplish that.
You usually can not. First, clean the floor of all debris then
wash it, making sure anything that has been spilled on it throught the
years is cleaned up. Then get a good primer sealer from Home Depot. Two
coats with a sponge mop will do.
After you've laid out your lines then start the ''peel and stick'' I
have at times had to use ''Henry is No.5 glue''
as the above person said you can do that and it acts almost
like a glue to hold them down.and also put heavy books on them after you
lay them will help them get a good stick
If you go to any ''big box'' home improvement store or a local
flooring supply house, you can find a floor primer for peel and stick
tile. it is watery and slightly milky, but you use a paint roller to
apply it to the floor and then you let it dry according to the bottle
directions. This will make the concrete more adherent to the floor tiles.

I've been tiling a room with peel and stick tile this week. It
is not cement but I've found that the most important thing is to wash the
floor right before laying tiles so that there isn't any dust or grease
otherwise the adhesive sticks to that and not the actual floor and they
peel up.
